Comcast DVR - On Demand failing

Our Comcast DVRs have been failing when trying to watch On Demand programming. Comcast came out this weekend and the guy redid most of the connectors in the house and manage to get some good signal improvement.

However there is still noise on the up link signal and On Demand is still failing regularly. It looks like the problem is with the equipment in the neighborhood. The problem is convincing Comcast Maintenance to come out and do something about it.

I am not holding my breath.
